Q: Will this work with otter box on phone?

It may not. It depends on the phone. It fit in one of my daughter's phones with her otterbox case, but not in my other daughter's phone. They have different phones.

Q: Do these work for iphone 13?

This charger is USB-C. An iPhone will need a lightning charger in order to work. You could possibly find an adapter for USB-C to Lightning, but it would probably be better to just find a braided nylon lightning charger for iPhone aimilar to this one.
